
In 2025, the race over artificial intelligence (AI) is no longer confined to Silicon Valley it has become a full-blown global contest. Nations, companies and citizens alike stand on the cusp of monumental change: how we regulate AI, how we share its benefits, and how we guard against its risks will determine who controls power, wealth and voice for decades.
First, consider the opportunity. AI promises to revolutionise sectors from health care to transportation to climate modelling. A breakthrough in diagnostics powered by machine learning could save millions of lives in developing nations. Autonomous systems could deliver goods in remote regions where infrastructure is lacking. Yet at the same time, the promise is shadowed by urgent peril: algorithms encoded with bias, AI-generated misinformation flooding social media, autonomous weapons under minimal oversight. The global community must reconcile the twin truths of possibility and peril.

From a governance perspective, we are witnessing a divergence. Some states favour open-innovation approaches: research labs freely publishing models, start-ups competing across borders. Other states adopt restrictive, closed systems issuing export controls, building domestic “sovereign AI”, erecting digital fences. This fragmentation risks creating two or more rival AI ecosystems, leaving less-resourced countries behind or forced to pick sides. That is not a future worth accepting.
The question is: how should the world structure AI governance? A persuasive case can be made for a global “AI charter”, akin to the nuclear Non-Proliferation Treaty or the climate Paris Agreement. Such a charter would set minimum standards for transparency of large models, auditability of critical systems, safe deployment of autonomous weapons, and equitable access to benefits. It would foster a level playing field so no one country or corporation accumulates outsized power unchecked.

Critics argue: global treaties are slow, bureaucratic and will be outdated by the time they’re finalised. They prefer agile national or corporate approaches. Yet without a shared framework, the risks become international: a mis- deployed autonomous system in one country can trigger economic shocks elsewhere; algorithmic bias can spread via platforms across borders; a weaponised AI can destabilise regional security. In other words: AI is intrinsically global. Governance must reflect that.

For developing nations including Kenya and across Africa the stakes are high. If AI remains dominated by a few wealthy nations, the rest risk becoming passive consumers of the technology, rather than drivers of its agenda. That means missed jobs, limited capacity-building and the reinforcement of digital dependency. African governments must not wait for “permission” to engage they must invest in talent, data infrastructure and legal frameworks now.
In sum: we are at a pivotal moment. AI can either deepen inequality and erosion of democratic accountability or it can be a tool of global inclusion, empowerment and innovation. The choice is not automatic. It requires vision, leadership and collective action. The world should seize this moment to design not only the technology but the political, ethical and institutional architecture around it. Anything less would be to gamble with the future.
