
Police in Diani, Kwale County, are seeking to deport a Dutch national identified as Elwin Ter Horst, also known as “Mufasa”, after he was captured on video insulting and spitting on police officers inside Diani Police Station.
The incident, which has sparked widespread outrage online, occurred on Tuesday evening after officers detained Horst, who appeared intoxicated and unruly. In the viral clip, the foreigner is seen shouting, hurling insults, and even spitting mucus at a uniformed officer who remained calm throughout the confrontation.
According to police reports, Horst had been arrested for creating a disturbance, assault, and damaging property while under the influence of alcohol. Officers also recovered suspected narcotic substances in his possession.
Further investigations revealed that Horst had overstayed his visa, with his passport having expired several months ago, making his stay in Kenya illegal.

Speaking to reporters, Msambweni Police Commander Robinson Langat condemned the incident, praising the officers for exercising restraint despite the provocation.
“We will not tolerate such disrespect to our law enforcement officers. Any foreign national who breaks our laws will face the full force of the law,” Langat said.
After spending a night in custody, Horst appeared remorseful and apologized for his actions, blaming the outburst on mental health struggles.

“I was not in my right state of mind. I was under stress and had not eaten for days. I suffer from psychosis and need my medication,” he told officers while pleading for forgiveness.
Horst, who identified himself as “Mufasa”, has since been arraigned in court in Kwale, where police are seeking deportation orders.
The National Police Service commended the Diani officers for their professional conduct and called on foreign visitors to respect local laws and institutions.
As investigations continue, the Dutch national remains in police custody pending a decision by the immigration department on his deportation.
